Act, Rules and Regulations

The LPAI Act, 2010 provides for establishment of the Land Ports Authority of India to put in place systems which address security imperatives and for the development and management of facilities for cross-border movement of passengers and goods at designated points along India’s international borders.

LPAI Rules, 2011 lay down the conditions of service of the chairperson and other members of the Authority (including terms of office, mode of recruitment, salary and allowances, residential accommodation, etc); manner of investment of funds by the Authority; annual statement of accounts of the Authority; Annual Report of the Authority.

LPAI (Transaction of Business) Regulations, 2013 lay down the provisions for holding meetings of the Authority and governing rules for transaction of business by circulation of papers.

LPAI (Contract) Regulations, 2015 lay down the provisions for contracts or class of contracts which are required to be sealed with the common seal of the Authority; and manner in which contract is to be sealed with the common seal of the Authority.

LPAI (Lost Property) Regulations, 2015 lay down the provisions governing any lost property handed over to Manager; delivery of lost property to the lost property office; recording and safe custody of lost property; restoration of lost property; disposal of lost property and examination of lost property.

LPAI (Fees and Other Charges) Regulation, 2015 lay down the provisions for fees, rent etc for services provided in the cargo terminal and in the passenger terminal; fees, rent, etc for certain facilities and services; and review of fees, rent and other charges.

LPAI (Conditions of Service of Officers and other Employees) Regulations, 2016 lay down the regulations governing all the employees of the Authority whether posted or working at its Secretariat or any ICP. The regulations govern nature and categories of posts; mode of appointment; allocation of posts; power to keep a post vacant; criteria for appointment; announcement of vacancies; prescription of forms and conditions; constitution of selection committee; pay, allowances and conditions of service; posting of employees; conduct and discipline; special provision for employees on deputation; other conditions of services; power of relaxation; and interpretation.
